The share of the observed agreement (PF) is the sum of the diagonal proportions corresponding to the proportion of cases in each category for which the two councillors agreed on the assignment. I chose a consensual approach to coding, which means that if my fellow coder and I disagreed, we would meet to discuss and make a decision on how to deal with the discrete code.
